中国农业科研公共研究业政策（包括农业科研政策）制定过程中各利益主体的相互作用和相互影响进行了系统分析，阐明了农业科研财政投入体制改革的艰巨性和渐进性；④对农业科研的福利分配及其政策干预后果进行了系统分析，并在此基础上深入研究了社会利益主体对农业科研财政投入的作用过程及其主要影响因素，为改革农业科研管理体制和体制提供了有益的思路和具有启发性的政策框架。本书在综合其已有的研究成果的基础上，无论是研究方法还是研究内容都有较大的创新，具有明显的学科前沿性和重要的学术价值。得见本书出版，作为作者导师的我感到非常高兴。但是我国农业科技体制改革的任务还很艰巨，对农业科研活动的经济学本质和农业科研管理模式的研究还有许多问题尚待探索，本书只是在该领域的一次有益尝试，希望李容同志以此为起点，再接再厉，在今后的学术生涯中不断取得更多更好的成果。戴思锐2003年2月AbstractsThe study focuses on China's political economics mechaniof fiscal expenditure on public agricultural research.The theoryof public choice has been applied to construct a framework to ana-lyses the allocation of fiscal resources between public agriculturalresearch and other competing public expenditure items,whichhave different weights in government policies.Besides,how thosedifferent weights are formed and affect government policy-king under the current political economy conditions in Chinaare discussed.The in idea is that although there is differentpolitical-economy decision mechani from that in the rest ofworld in China,government fiscal allocation is still not onlyaimed at prompting of social welfare but also is affected by socialgroups with different or conflicting interests,which y be con-trary to ximizing social welfare.How to balance them is thefoundation of government expenditure and start point of publicpolicy reform in China.Compared to other developing countries,the growth rate offiscal expenditure on public agricultural research has been de-creasing in China since 1985.Several stus have revealed,howe-ver,that the return to public investment to agricultural researchin China is very high.In addition,the externality of agriculturalresearch has been recognized and emphasized by scholars as wellas government.Therefore,government should play a leading rolein prompting agricultural research.The observed poor perfor-
