RULES FOR THE INTERPRETATION OFTHE NOMENCLATUREInterpretation of the Nomenclature shall be governed by the followingprinciples:1.-The titles of Sections,Chapters and sub-Chapters are provided for easeof reference only:for legal purposes,classification shal be determinedaccording to the terms of the headings and any relative Section orChapter Notes and,provided such headings or Notes do not otherwiserequire,according to the following provisions.2.-(a)Any reference in a heading to an article shall be taken to includea reference to that article incomplete or unfinished,provided that,as imported,the incomplete or unfinished article has the essentialcharacter of the complete or finished article.It shall also be takento include a reference to that article complete or finished (or fallingto be classified as complete or finished by virtue of this Rule)imported unassembled or disassembled.(b)Any reference in a heading to a terial or substance shall betaken to include a reference to mixtures or combinations of thatterial or substance with other terials or substances.Anyreference to goods of a given terial or substance shall be takento include a reference to goods consisting wholly or partly of suchterial or substance.The classification of goods consisting of morethan one terial or substance shall be according to the principlesof Rule 3.3.-When for any reason,goods are,pri facie,classifiable under two ormore headings,classification shall be effected as follows:(a)The heading which provides the most specific description shall bepreferred to headings providing a more general description.(b)Mixtures,composite goods consisting of different terials or deup of different components,and goods put up in sets,whidh cannotbe classified by reference to 3 (a),shall be classified as if they关税理事会分类目录释类规则规则1各类各章及分章的标题仅供查阁方便，为了法律的目的，商品应按照税耳条文，有关的类注释或章注释归类，在这些税目和注释无另行规定时，按照以下规定归类。规则2()一税目述及某种商品时，包括该商品的非完整品或未制成品，只要在进口时这些非完整品或未制成品具备完整商品或制成商品的本质特征。还包括未装配起米或拆卸开进川的完整品或制成品（或按照本规则可做好完整品或制成品归类的商品)。(b)一税目述及某种材料或物质时，包括该种材料或物质与北他材料或物质的混合物或组合物。凡述及由一种指定材料或物质构成的商品时，包括完全或部分由该种材料或物质构成的商品。由一种以上的材料或物质构成的商品应按照规则3的原则归类。规则8不论何种原因，商品看起来可以归属于一个以上的税目时，应按照以下原则归类：()给以最明确描述的税目，在归类选择中优先于给以较概括描述的税目。(b)多种材料构成的或多种另件捌成的混合或组合滴品，以及配成套的商品，不能按照规则3()归类时，应当按照默于它们本质特征的材料域零件（在这个标准适用的范围内)归类。
